How PHP decides
The smallest relevant limit wins.
upload_max_filesize limits one uploaded file. post_max_size limits the complete request, including form overhead and all files. max_file_uploads limits how many files PHP accepts in one request. memory_limit is not always consumed in full for uploads, but a very low value can still break processing.
Where do I find the values?
Use your hosting panel, phpinfo() or the active php.ini. After changing a value, PHP-FPM or the web server may need a reload depending on your hosting.
